UK is third world because of Atheism?

I think we’ve gotten under their skin. If an advisor to the pope can say something like this with a straight face, then I think we are on the radar.

A senior Papal adviser has pulled out of the Pope's UK visit after saying arriving at Heathrow airport was like landing in a "Third World" country.

Cardinal Walter Kasper reportedly told a German magazine the UK was marked by "a new and aggressive atheism".

Is atheism a sign of a country being in labeled third world? What does third world mean?
