On this one, I want the church to win. If Christians cannot help the homeless, then religious freedom really is in peril.

I hope the church wins too.

If you don't have a permit then you don't have a permit. It shouldn't be any more complex than that.

Excluding the church from the rules in this case would be favoring the church over any other group and that would be against the constitution.

Compassion toward the homeless, in the form of providing a safe place to sleep, or food, is a cause worth supporting. If it is against the law, then civil disobedience is called for. The fact that a church sees its mission has to service the poor give me hope – I hope they perceiver and win. Screw permits.
